Jay Kadowaki graduated from the United States Naval Academy with a Bachelor of Science degree in Economics. He earned a Master of Science degree in Information Technology Management from the Naval Postgraduate School and a Master of Arts degree in National Strategy and Strategic Studies from the Naval War College. Jay has served in the Defense industry in both Sales and Business Development roles, and is an Entrepreneur in Residence at the EPIC SBDC small business accelerator at the University of California, Riverside.

Federal Vaccine Mandate

On September 9, 2021, the Biden Administration issued its Executive Order on Ensuring Adequate COVID Safety Protocols for Federal Contractors (the “Order”). The Order requires federal contractors to ensure that its employees are vaccinated against COVID-19, except in limited circumstances where an employee is legally entitled to an accommodation. As a federal contractor, Broadcast Microwave Services, LLC (“BMS”) is required to comply with the Order. Moreover, providing a safe and clean environment for our employees and others is, and will always be, a top priority for BMS. This is especially true given the extraordinary times we are experiencing.

Accordingly, in light of the Order, as well as the contagious nature of COVID-19, BMS has a mandatory vaccination policy requiring COVID-19 vaccination for all employees, including new hires. Vendor/Subcontractor Flow Down

Federal Acquisition Regulation (“FAR”) contract clause 52.223-99, “Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors,” is a mandatory contractual flow-down and applicable to Federal Government contract sales. By accepting a Purchase Order from Broadcast Microwave Services, the vendor and/or subcontractor certifies compliance with this requirement. FAR contract clause 52.223-99, “Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors,” provides as follows:

ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021) (DEVIATION)
(a) Definition. As used in this clause-

United States or its outlying areas means—
(1) The fifty States;
(2) The District of Columbia;
(3) The Commonwealth of Puerto Rico and the Northern Mariana Islands;
(4) The territories of American Samoa, Guam, and the United States Virgin Islands; and
(5) The minor outlying islands of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Atoll.

(b) Authority. This clause implements Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, dated September 9, 2021 (published in the Federal Register on September 14, 2021, 86 FR 50985).

(c) Compliance. The Contractor shall comply with all guidance, including guidance conveyed through Frequently Asked Questions, as amended during the performance of this contract, for contractor or subcontractor workplace locations published by the Safer Federal Workforce Task Force (Task Force Guidance) at https:/www.saferfederalworkforce.gov/contractors/

(d) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts at any tier that exceed the simplified acquisition threshold, as defined in Federal Acquisition Regulation 2.101 on the date of subcontract award, and are for services, including construction, performed in whole or in part within the United States or its outlying areas.

BMTS-M System Leverages MANET Technology Enabling Robust Long Distance Two-Way Communications

SAN DIEGO–(BUSINESS WIRE)–Broadcast Microwave Services, a global leader in Airborne Video Downlink Systems (AVDL), today announces the commercial release of its new bi-directional communication system, named BMTS-M. The system will be on display for the first time at the AUVSI Xponential trade show, in Atlanta, Georgia, at the Georgia World Congress Center August 16-19, 2021, at booth 2651.

“The footprint of the new transceiver is the same as our current HC4 transmitter, which offers customers an easy path to upgrade to resilient bi-directional communications.”

The end-to-end solution begins with an aircraft mounted transceiver (BMTS-MA), which contains everything needed for high quality, reliable and secure streaming of high-definition mission critical video and data across long distances within the mesh network. The system is powered by a Persistent Systems 3X3 MIMO radio which operates on the Wave Relay® network. The transceiver communicates with a ground based outdoor transceiver (BMTS-ME) and an indoor communications and control unit (BMTS-MI), completing the end-to-end solution.

Sandip Sarkar graduated from the Indian Institute of Technology in Kanpur, India with a bachelor’s degree in technology. He earned his Ph.D. in Electrical Engineering from Princeton University, and was most recently the CTO of Sesovera, an Edge Based Artificial Intelligence and Machine Learning platform company. Before that Sandip was a Sr. Director at Qualcomm and was the technical lead for the Qualcomm Engineering Simulation Tool (QUEST™), a robust tool that analyzes live network data, helping operators more precisely track network performance and identify bottlenecks. 

Dedicated to the highest degree of EE professionalism, Sarkar is a member of ComSoc. He has served as a chairman of the physical layer text group as well as an editor for 3GPP2 specifications. He holds more than 300 worldwide patents. He has authored and published more than 30 technical papers in various IEEE and other technical journals and his name has appeared in “Marquis Who’s Who in America” since 2006.

SAN DIEGO, CA. 11 MAR 2021; Broadcast Microwave Services, LLC (BMS) has completed the installation, testing and acceptance of its latest Airborne Video Datalink (AVDL) system to a Middle East customer. In mid-2020, BMS was awarded this contract. With the help of its local in-country partner, BMS manufactured, shipped, installed, flight tested, and trained the Middle East Air Force customer to enhance its ISR capability. In partnering with a local engineering and support company, BMS strengthens this Air Force’s ability at self-sufficiency and efficiency. By teaming with the end-user and a local support contractor to manage the program, hardware and software components, as well as the maintenance, BMS’s partnership provides our customer’s expansion of its BMS provided Intelligence, Surveillance, and Reconnaissance (ISR) capabilities.

Under this contract, BMS outfitted additional Air Force aircraft with the BMS industry standard Airborne Video Datalink System (AVDL) system. This new equipment had been integrated seamlessly with the existing ISR ground receive elements and datalinks previously provided by BMS under a separate contract. This new capability will allow our customer to broaden the reach of his video coverage of the country and display the live feed video to more than 10 different locations within the country. Additionally, BMS will provide 5 years of in-country technical support to the user. BMS will partner with one of leading providers of technical maintenance support in the host country.

BMS’ proven video and data downlink equipment provided the wireless backbone for all departments and agencies utilizing the Tampa PD core system

SAN DIEGO, CA., 16 FEB 2021; Super Bowl LV posed many unique challenges including being held during a global pandemic, limited audience, scaled down events as well as the game being held in the home city of one of the participating teams, the Tampa Bay Buccaneers, a first ever in Super Bowl history. Tampa PD was tasked with providing the airborne surveillance video and data downlink for all law enforcement, US Government and local agencies for the Superbowl in a shared system. These multi-jurisdictional agencies had an array of deployed assets including airborne fixed wing aircraft, helicopters, drones, maritime boats off of the coast and various ground-based vehicles deployed all over the surrounding area to ensure the safety of the city the citizens and property.

BMS equipment was at the heart of this system. BMS provided the airborne transmitters, controllers, antennas, mobile and ground receive sites. At the center of this was the Tampa PD Air Support Operations Center (ASOC) where all active video was sent for monitoring and thereby insuring there were no issues that would either affect the actual event. It was a strong coordinated effort that demanded 24/7 situational awareness and the BMS equipment performed flawlessly. “It was great to see the system working as it should, providing multiple agencies with real time video information that allows them to make critical decisions in real time.” stated Harry Davoody, CEO of BMS. “We are honored to have built a long-term relationship with the Tampa PD over the years and look forward to serving their needs in the future, making them a model Police Department in the nation.”

The original BMS system was deployed during the Republican National Convention held in 2012 in Tampa. Since that time, Tampa PD has been continually used and expanded the system adding assets and integrating information sharing with the Hillsborough County Sheriff’s and the Department of Homeland Security, Customs and Border Protection Agency. Immediately following the big game, the system was actively monitoring events as the home team won and there was significant public activity in the streets. On Wednesday following the game Tampa PD was once again provided public safety as the City of Tampa hosted a boat parade through the local waterway near downtown with hundreds of boats and thousands of celebrating fans. Once again, the robust BMS system met the challenge.

SAN DIEGO, CA. 22 DEC 2020; Today, BMS announces that it has been awarded a follow-on contract by the US Customs and Border Protection agency. Under the agreement, BMS will provide additional maritime video receive capabilities for its industry leading Airborne Video Datalink (AVDL) system. This new equipment, designed and manufactured at BMS’ headquarters in Poway California will integrate seamlessly with the airborne transmit surveillance elements and datalinks previously provided by BMS under a separate contract.

BMS has been a trusted supplier to the CBP for over a decade. This added capability will provide the CBP’s newly acquired coastal intercept watercraft with video coverage of the United States and the Caribbean Sea.  The system will display live video and data feeds to other CBP and DHS assets for operation situational awareness in real time.
